The journal «Library & Information Discourse» is a scientific peer-reviewed periodical edition.

The journal publishes articles by Belarusian and foreign scientists, novice researchers, educators and practicing specialists that correspond to the topics of the journal and have theoretical or practical significance.

The acceptable languages of materials are Belarusian, Russian and English.

The concept of the journal is focused on publishing original scientific articles that reflect results of research, scientific and practical, organizational and methodological, information and analytical, educational and pedagogical activities dealing with information and library industry, science segment, information technology, book and publishing industries; analytical reviews of literature and regulatory documents; reviews of scientific and professional publications.

«Library & Information Discourse» is an open access journal. All published articles are available free of charge. Authors, whose articles are accepted for publication, may publish their manuscripts (in final revision) on their personal/work sites, as well as digital repositories from the moment of receiving a positive decision on publication from the Editorial Board of the journal.

Each journal article is assigned a digital object identifier (DOI). The issues of the journal are placed on the platform of the Scientific Electronic Library eLIBRARY.RU and Russian Science Citation Index (RSCI).

Authors do not pay for the publication of articles. The journal doesn’t have any article processing and submission charges. Authors are not paid royalties for  published articles.

Abstract

The system of linguistic support (LS) of the automated library-information system (ALIS) of a scientific subject library is considered on the example of the Central Scientific Agricultural Library (CSAL). The following elements of LS are considered: linguistic tools, tools of formation and support of information retrieval languages (IRLs), methods of IRL indexing, regulatory documents. Their role in the LS system and the effective functioning of the ALIS is determined. The efficiency of ALIS depends on the choice of LS. IRLs are the main element of LS, since they form and structure information arrays, turning them from a siloed, formless pile of information into a systematized logical system. The main objective of the IRLs is to present information in a contracted form and ensure its search afterwards. To meet the diverse needs of library users, there should be several IRLs, because there is no ideal single IRL that simultaneously performs all the functions of linguistic tools and provides all the information tasks solved by ALIS, for example, the processes of database preparation; preparation of information publications; distribution of information flows between users. The structure of the linguistic tools of the CSAL’s ALIS includes several IRLs: language of bibliographic description, the Industry-Specific Classification Index (Rubricator) for Agriculture and Food, Universal Decimal Classification (UDC), the Information Retrieval Thesaurus on Agriculture and Food, language of keywords. Their functions in the CSAL’s ALIS are considered. The listed IRLs, except for UDC, are search linguistic tools in the OPAC-Global ALIS. It is concluded that most promising is the use of IRLs specially designed for an automated system such as the Industry-Specific Rubricator and Thesaurus.

Abstract

The article is dedicated to the underground activities of the Brest regional newspaper "Zarya" during the Great Patriotic War in the territory of Brest region temporarily occupied by Nazi invaders. The conditions under which the Treaty of Riga was concluded on March 18, 1921, which ended the Soviet-Polish war (1919–1921) are considered. Information about the socio-economic situation and culture of Western Belorussia, which was under Polish rule from 1921 to 1939, is given. The reunification of Western Belorussia with the BSSR and the USSR in 1939 is briefly described. The information about the beginning of the activity of the Belarusian-language newspaper "Zara" as an organ of the Brest regional committee of the Communist Bolshevik Party of Belarus and the regional executive committee is given. The article describes the occupation regime on the territory of Brest region in 1941–1944. The information about the printed propaganda of the occupation authorities in the territory of Brest region, about the Soviet periodicals and underground printing houses in the temporarily occupied territories of Belarus is given. A detailed description is given of how a group of senior party and Komsomol members, including the editor and typesetter of the underground newspaper "Zarya", made their way from Moscow to the Brest forests in March 1943. The information about the partisan everyday life of the team of the "Zarya" and the staff of the underground newspaper is given. The activity of the Brest underground newspaper "Zarya" is analyzed: the content of the leaflets issued by the newspaper, the main sections of the newspaper and the materials published on its pages. It is shown that the underground partisan press during the Great Patriotic War in the temporarily occupied territory had a huge organizing value and was a formidable weapon. It is concluded that the Brest underground newspaper "Zarya" made an important contribution to the fight against the enemy and to the overall victory of the Soviet people in the Great Patriotic War.

Abstract

The article is devoted to the biobibliographic reference books “Smolyans – defenders of the Brest fortress” and “Smolyans - participants of the battles near Brest in June 1941”. Both publications were implemented within the framework of the project "Belarusian Smolyans, Smolensk Belarusians" initiated by the library of Smolensk State University. Information about the authors’ teams of the mentioned editions is presented, and their content is briefly characterized. The sources used in the preparation of the editions are listed. Materials about the soldiers of the Brest garrison, natives of Smolensk Governorate and conscripted from Smolensk region were collected on the basis of the funds of the Memorial complex “Brest Fortress-Hero”, the museum “Smolensk region during the Great Patriotic War of 1941– 1945”, the Velizhsky district Museum of History and Local Lore of Smolensk region, printed publications of Russia and Belarus, Internet resources, personal archives of soldiers’ relatives. It is noted that the search and analytical work on this research area is ongoing.

Abstract

The article is devoted to the local history information project of civic and patriotic orientation of the Brest Central City Library named after A. S. Pushkin «In stone, and in bronze, and in the memory of the heart». It substantiates the relevance of the development of virtual space by the library in order to promote and popularize local history knowledge. The described section "Brest" of the official website of the library is a block of local history resources of its own generation in the form of factual and bibliographic data on local historical and contemporary realities, fellow countrymen and personalities connected with Brest, which has been accumulated and systematized by the library and its branches for several decades. The main attention in the work is paid to the analysis of the library project "In stone, and in bronze, and in the memory of the heart", created in 2020 and currently operating, which is reflected in a separate section of the site "Projects" and includes only a few thematic blocks of the section "Brest". Local history information resources of the project "In stone, and in bronze, and in the memory of the heart" are analyzed, its structure is described in detail. It is shown that the project is a kind of solution to the search for optimal forms and methods that effectively promote knowledge about the historical and cultural heritage of the native land, promotes interest, satisfies numerous increasing requests of a wide range of users concerning historical knowledge about the Great Patriotic War of 1941–1945 in the Brest region.

Abstract

The article examines the activities of the Library of the Academy of Sciences of the BSSR in 1943–1950. On the basis of archival sources, data on the damage caused to the library by the Nazi invaders was analyzed. During the years 1943–1945, the main focus was on restoring library collections. Data on assistance in the restoration of collections by libraries, educational and scientific institutions of Moscow and other cities of the USSR are summarized. The second half of 1945 and the beginning of 1946 were marked by the search and return of books from library collections taken by Nazi invaders to Germany. Despite significant difficulties due to lack of financial resources, premises and personnel, the library collections were gradually growing. The total book collection of the Library of the Academy of Sciences of the BSSR in 1948 exceeded the pre-war level. The move of the library in 1945 to the temporary building of the Academy of Sciences on Moskovskaya Street caused a radical change in the work of the library and made it possible to move from the formation of a book collection to its use and service to readers. In January 1948, thanks to the relocation of the library to the restored building of the Academy of Sciences, the conditions for reader services were significantly improved. The increase in the number of readers, library visits and document circulation depended not only on the quality of the library collections, but also to a large extent on the library premises. Throughout the recovery period, the library experienced a huge need for additional premises, special equipment and staff expansion.

Abstract

The article is dedicated to the history of the Belarusian Republican Scientific Agricultural Library (nowadays - the I. S. Lupinovich Belarusian Agricultural Library of the National Academy of Sciences of Belarus). The study presents the results of the historical and biographical research of the library staff in order to identify participants and veterans of the Great Patriotic War among the employees. In particular, it tells about four workers of the library who participated in the Great Patriotic War: M. L. Zhuk, A. A. Guk, Ya. T. Kondratenkov and N. P. Latyshev. Their detailed biographies and battle paths are given. It is noted that the list of workers of the Belarusian Agricultural Library, whose fates were affected by the Great Patriotic War, is not completed by these names. The research work in this area is ongoing.
