The aspiration of I.S. Lupinovich Belarus Agricultural Library of the National Academy of Sciences of Belarus to promote the implementation of the scientific potential of the library community based on the principles of open science became a prerequisite for the idea of creating a scientific journal and its integration into the international information space. The journal «Library & Information Discourse» was founded in 2021 and is published twice a year in an electronic form.

The electronic journal reflects modern trends and standards in international scientific periodicals. The adaptability of the information contained in the electronic journal allows it to be promoted in international scientometric and subject databases. The presence of the journal on the Internet and the layout of articles in HTML, XML and PDF formats increase the availability of the electronic version and the convenience of working with it, which ultimately significantly expands the readership, including foreign ones, and makes the journal more attractive to new authors. Online editing of the journal, in turn, facilitates communication with authors and reviewers.
